ROSOBORONEXPORT: "THERE ARE LESS PROBLEMS IN MTC BETWEEN RUSSIA AND UKRAINE"

The Russian part considers that an optimum model of Russia and Ukraine delivering spare parts and components to the third countries is already worked out.

This activity of the two exporters is the most devisive issue since Russia and Ukraine offer similar services in this field and are compelled to compete with each other. "We have stipulated these issues in the agreement between Rosoboronexport and Ukrspetsexporton the cooperation and interaction of the exporters of special products in the markets of the third countries , which was signed in December, 2001. Now these questions are solved normally , the head of the Rosoboronexport s delegation Mikhail Zavaly said at the 3rd AVIASVIT-XXI airshow September 15.

At the same time, that such interaction concerns only Rosoboronexport and Ukrspetsexport, Mr. Zavaly stressed. And we are not responsible for the activity of the certain enterprises, which manufacture similar products and have an independent exit to the international markets, he said. As it is known, Rosoboronexport supports the decision that envisages offering the Russian DIC enterprises to export spare parts independently and to carry out aftersale service of arms already exported by the Russian state intermediary. However there is not much to claim, he added. Among the achievements of the two state intermediaries are the decision on delivery of three Аn-70 to the Czech Republic in payment of the Russian debt and participation in a tender for delivery of 12 planes to Brazil, where the Аn-32 is promoted. All the problems concerning the deliveries of aircrafts spare parts and components to the third countries have already been solved. In particular, Russia has no MTC with Pakistan, a spokesperson for Rosoboronexport asserts. But the company is ready to work in this market as well, provided there is a corresponding decision at political level. At the same time, Ukrainian intentions and military-technical interests in India a traditional importer of Russian arms - should be determined by the Indian part only. The Russian Federation will have no influence here. In opinion of Rosoboronexport press secretary Nikolay Yevsenkin, Russia is not likely to develop MTC with Pakistan, as there are top-level obligations in this respect. As to the deliveries of the Мi-171 helicopters (Defense-Express has the information that Pakistan has already received 10 of them), it is a civil product and the Pakistan authorities committed not to modernize or use the helicopters for military purposes. According to Mr. Zavaly, in 2001 the volume of Rosoboronexport s currency receipts totaled $4.2 billion. This year expected volume of contracts is $3.5 billion.
